Why not? What happens when you try to log in to the iTunes store? Do you get an error? If so, what does it say?

Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.

Yes i change apple id region. It was in USA and now is in Serbia.
I even reset the phone and logged in to the ID again and again nothing.
