I’ve tried to change my billing address with Apple and it won’t let me . It let me change my address for my shipping but not for my billing why is that ? Now I can’t even download a free app because it says verify your billing information

Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page.

Ok I’ll try that now . But also it won’t even let me download any free apps as well
I can’t download an free app because of the verifying billing info statements.And it’s for sure annoying.
