Recovering Notes after Factory Reset?

Hi all,

My girlfriend bought her mother a new iphone. They got everything up and running. Her mother then realized that her notes weren't synced to the iCloud, but they already factory reset her old phone.

Is there a way to recover the notes after factory reset? My girlfriend is finding these programs to download online, but I am very skeptical of them. Thanks!

If they weren't synced to icloud or her mail account, then the notes are gone.
