Could Not Set Up Apple Pay

An error occurred while setting up Apple Pay. I've added my cards to my Apple Watch and iPad, however I am not able to add any cards to my new iPhone SE 2020. I have reset my iPhone, I am running the most current software, I am in a region that supports Apple Pay since I've used it for years. I don't understand this error. Any suggestions? This is baffling
