Apps Offloading even though disabled

I use an iPhone 6s Plus running iOS 13.4.1


Apps are being offloaded even though I have the feature disabled (see Image below). I have looked— seems this was a problem a few years ago but I have not seen any complaints for recent versions.


While many apps I haven’t used in over 6mo. are still there, apps I used as recently as a few days ago are being offloaded.


It seems to be random and inconsistent— I would say I encounter this issue one or two times every week or so.


Has anyone else had a problem with this feature?

If you can, here's how to recover:


Thoroughly and completely cleanse this iPhone as follows. Once you have completed this process, the iPhone will appear software-wise to be brand new as if you just took it out of a factory-sealed box.

What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support


There is some small chance the iPhone will become Activation Locked during the above process and require the original owner's Apple ID and password. Hopefully you can find that person and retrieve this information, or else the iPhone would remain locked forever.


Once you complete the above, "move in" to this new-like iPhone with (only your) possessions.

I am not the sole and original owner!


This device was given to me— and when setting it up something strange did happen where I accidentally loaded a partial back up from the original owner (if that makes any sense.)


I thought the backup I was pulling from was mine, but when asked for a password it displayed the original owners Apple ID. Realizing my mistake I skipped it, but when the phone started up I noticed a few things here and there that were not mine.


I just deleted those things and didn’t give it much thought. Although now that you mention it, I don’t think I had these problems before I started messing around with whatever it was I was trying to accomplish.


Now I’m curious! How is it exactly that that situation is affecting me now? The phone is without a doubt signed into my account. And other than that incident the original owners information doesn’t appear anywhere.
