Apple Pay US Stores from UK

When I was last in Florida, I noticed that many of the Contactless terminals were not accepting apple pay.

Such as Publix had their own platform, and wouldn't accept Apple Pay, but none of the Disney World Resorts, Universal Resorts and Walmart would accept Apple Pay either by the Watch or by the Phone (Watch is a Series 3, and Phone is a 7 plus)

Upon questioning the Bank, the bank had not received a request to cancel, so could this be blocked by the terminal itself?

I am more concerned as Contactless is going to be enforced more with the CV19
