Failed Recovery mode
My Mac starts up to a question mark folder and I have tried the recovery mode command and yet no response it still showing the attached picture

Try Internet Recovery, cmd-opt-R.
The question mark indicates it cannot find the Startup Drive, so you may just try an NVRAM reset, first.

I have also tried that is still not working
If you can't boot into Recovery Mode and an NVRAM reset doesn't work, you need to take it to an Apple Store or Apple Authorized Repair center.
