Fall detection on Apple Watch

When you have a fall is it possible for my personal emergency people be called rather than the official emergency services?

No, it is not. Emergency Contacts will not be notified until AFTER Emergency Services call is complete. You can provide feedback to Apple if you wish to suggest a change. Go to Feedback - Apple Watch - Apple

You're welcome. Just remember, the purpose of Fall Detection is the ability to contact Emergency Services, even if you are unable to contact them, or speak. The ability to contact Emergency Contacts is secondary after you have initiated help.

Just one more thing. I can’t find mentioned anywhere about when the Emergency Services are called - is it by text or by phone.?Do you actually speak to someone?

If you do not cancel it, it is a phone call. You can speak to someone if able.
