Unknown error (4) when exporting
How can all photos with this problem be found? I all cases, so far "revert to original" clears problem.

I’ll try reboot. OSX PHOTOS 0.28.19 Is a Photo database viewing program (java I believe) that may be able to find photos with missing edit data, are you familiar with it?

Have you tried repairing the library: How to use the Photos library repair tool?

Where are you trying to export to? Have you tried a different destination, maybe one on an external HD that has Ownership set to be ignored?
Where on the same drive?

Yes, did not help. Problem appears to be associated with edits. When an album is exported a list of photos with "unknown error" is provided. They are only files that have been edited, but some edited files in same album are ok.
I ran the Disk Utility First Aid, did not help.
Is there a Photo database search tool that can find photos with missing edit data.
Next I am going to reach back with Time Machine. This will require I export all recent scans I've imported in order to save then.

This is happening to me too with all the photos being from Nikkon cameras(two different) . I have noticed this since the switch to Catalina so I think that is the problem. The photos are all perfectly visible and will not export in original unmodified or best quality. I have tried to export singly or in batches. The problem is consistent with all files starting with DSCN and these are not ancient photos. I would like to know what Unknown Error 4 is....I guess it is Unknown to Apple.
what do you mean revert to original...I tried to export by chosing unmodified original and it still did not work/I dont think that I edited 893 photos...which is what I got the type 4 error on when trying to export 7035 photos...only 6142 succeeded. I am thinking of trying a different photo organizer...I am tired of Photos and iCloud all or none option. Works only if you have a good internet connection.

I was exporting out of Photo and into folder on same drive.
As a test launch Photos with the Option key held down and create a new, test library. Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread)
Log into another user account, Set up users, guests, and groups on Mac, and see if the problem persists (this tells us if the problem is limited to your user account or is system wide).
Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
Trigged Safe Mode did not help.

The internet (200 MBS) is working fine. I have no Photos on iCloud, however Photo thinks I have.

In my case only edited photos would not export. I solved the problem by “reverting to original”. In several test cases this did not change photo. I then made a smart album of just edited photos and selected all and reverted to original. Computer determined People ID is lost so a rescan will happen. Copy photo library before trying.
The drive I am exporting to has this Mac OS Extended like your photo. I believe this is a problem with Catalina...
Does it have the Ignore ownership on this volume checked?
