Chromecast using iPhone hotspot?

My home has no wifi except for my iPhone hotspot. I use the hotspot all the time to provide internet to my laptop. For movie streaming, I use a lightning to HDMI cable so the setup is iPhone Wifi => laptop => TV.

My question is would a Chromecast simplify this setup? I've read that most phones can't be both the Wifi hotspot provider and the GoogleHome control center. Is this the case with my 6plus phone?

I'm trying to connect a Philips Hue bridge to my Homekit. Every time I type in the code on the back of the device, it errors and says, "unable to add accessory, the setup code is incorrect.". It doesn't matter if its on my iPad Air II or iPhone 12 Pro Max. I am totally up-to-date on iOS software. I have an Orbi network and have factory reset it as new. Now, it seems that the problem is that my iPhone and iPad are connecting to the network as a 5ghz devices. But the Bridge is on the 2.4ghz and so they aren't communicating. However, I can't turn off the 5ghz network in the network settings on the Orbi web portal for the router. Is there a work around for this? I'm not 100% sure this is my problem. Maybe something else is going on? This is the first time I've set up a Philips product and my first foray into a smart home. I thought by going the Homekit route it would be easiest since I'm already in the Apple ecosystem, but this has proven to be very frustrating. Any help would be appreciated!
