iCloud account blocked

I have a problem blocking on my iCloud login account, and when I want to open the block, I have to receive a message from my other email, but the message doesn't arrive.

Blocked iCloud account Hi, the iCloud account used on my iPad is blocked and I am unable to unblock it as the email used for the account is an iCloud email hence I’m unable to enter into iCloud as that same email is blocked. how does one unblock it
