My iPhone 7 Plus is has a broken screen and the screen won’t turn on at all even if the phone is charged does this this mean the screen is broken and I need to get it repaired or does it mean something else

Your screen is broken and you stated that in your post. If the screen is broken, deep enough, then it will not turn on even if you charge the iPhone. I hope I understood your question correctly.
