How do you know you were charged $23.99? If it was in an email it was probably a scam. If you saw it on your banking website see this support article—>If you see apple.com/bill, itunes.com/bill, or an unfamiliar charge on your statement - Apple Support
Anyway, you can see what you were charged for by reviewing your purchase history—>See your purchase history for the App Store or iTunes Store - Apple Support
