With the Music app closed you should be able to restore the file ~/Music/Music/Music Library.musiclibrary from Time Machine to restore the state of the library. If media files were deleted too then you need to restore the entire state of the folder ~/Music/Music and any media folder not stored within this folder (e.g. if you upgraded to Catalina from something earlier and Music is connected to your old iTunes Media folder).

Hello and welcome to Apple Support Communities Ferinfanta,

I see that you accidentally deleted some playlists that you had. I certainly understand your concern, and I'd be happy to look into this with you.

First, if you had an Apple Music subscription and it was canceled, you will not have access to those songs/playlists any longer. This is explained in more detail in the terms and conditions below, under section "I".

Apple Media Services Terms and Conditions

If these were not songs from Apple Music, where did they come from? Did you purchase them from iTunes? If they were purchased from iTunes, you can redownload the songs.

Redownload apps, music, movies, TV shows, and books

The more information that you can provide, the easier it will be to get you pointed in the right direction.
