Activation Lock is a theft deterrent feature with no bypass or workaround.
Without the owner's authorisation, no thief or anyone including you can re-use the device.
Unless it is owned by a business or school and enrolled in Apple Business Manager/Apple School Manager AND managed by a Mobile Device Management platform, you will need the original purchase receipt and need to contact Apple. If it is not enrolled and managed, or you do not have the receipt, your are out of luck. If it is enrolled and managed, we can probably point you to documentation from your MDM.
