Unable to activate device

I have a iPhone 7 that's factory reset and when i go to the start page it says "unable to activate" learn more at apple.com/support thats all it says. All that I need is to get it unlocked far enough for me to get the IMEI number on the device so I can trade it in and get a new phone. Thanks
