My iPad has sufficient space and capacity of 64 GB, but it is stuck on IOS 9.3.5 and cannot find any IOS upgrade on or on itself.

It says "IOS 9.3.5 Your software is up to date"

How can I upgrade IOS on above iPad Model MC984B/A (A1396)?

Secondly, Is there any chance to make it faster? it seems too slow - I know it's an older model.

An Ipad 2 can only be updated to iOS 9.3.5, there are no further updates available for this model
