I noticed that iTunes seems to be taking over my choice of preferences. I choose my backup method to "this computer" and after backing up manually, iTunes changes my preference back to iCloud. Very frustrating and I have not found a solution. This is an iPhone 11 pro and backing up to a MacBook Pro.

Check the preference on the phone under Settings > Apple ID > iCloud > iCloud Backup. You may need to disable iCloud Backup here before your preference in iTunes can stick.

iCloud back up on the phone is already set to off. Thank you for the suggestion. I saw reference to the same problem with another person who also had an iPhone 11 pro. It is not the first time I have felt apple is making it hard to not use iCloud and pay for extra data storage.
I commend you to Hanlon's Razor. You can try running iTunes as the administrator to see if that helps with saving preferences. In some cases you may need to remove iTunes and then reinstall as the administrator to help with this type of issue. Having an account with admin rights isn't the same thing.
