My icloud doesn’t sign out (verification failed)

my iPhone 11 runs iOS 13.3.1 and it doesn’t let me update. My iCloud doesn’t work and keep showing me this message “verification failed” .

i tried to sign out but the bottom is grayed and not let me to sign out. I use this Apple ID on my other device and it works without any problems.

the ways I tried:

1)restart my iPhone by tap on up volume then down volume then wake bottom

2)reset all setting

3)checked my date and time

but it won’t help

plz help me

Have you tried from another WiFi spot? Or considered resetting your network settings (Settings > General > Reset > choose appropriate option). Or have you considered going to Settings > Name (top) > Password & Security > Get Verification Code?
