Airpods don't get associated with your Apple ID.

They only show up on find my when they are connected to a phone or Mac.

If they are out of range or powered off, they won't appear in find my.

Last known location only appears for a short time.

If they cannot find their AirPods how would they be able to do any of your next steps?

Yes they should show up under 'Find My' if they were associated with your Apple ID as in paired with a device that's on your Apple ID.

Keep in mind they have to be within about 40 feet of you in order to detect them, they have to have power and not reset.

However the last known location should still be visible even if they are powered down
