No device can send SMS messages over WiFi as SMS messages are sent over a cellular telephone voice connection. The technology predates and does not use the internet.
When paired with an iPhone, an iPad can share SMS messages with the iPhone, but it is the iPhone that does the sending and receiving over its cellular telephone channel.
