Screen time in my windows PC

How can I manage the Screen Time feature in my windows PC?

My kid's device should be manage from everywhere regardless the OS. I can't rely in my iPhone or to always have a connection available (mobile, or wireless) ; much less to be able of taking care of the to factor verification immediately.
