What if my carrier supports voLTE but still cannot turn on the voLTE and it keeps telling me the cellular network has not been certified by the carrier

how Can I get my cellular network certified by the carrier to turn “ON” my voLTE?

I'm assuming that you called you carrier, if not call them and also ask if a new Sim Card will help.
