Can't log in to iCloud

I bought a used iPhone that was fully reset. It will not log into iCloud. Says there was an error connecting to iCloud. Tried many times. PW is correct. Verification codes entered but will not connect. It has the latest software update available for iPhone6. Hardware issue? I have reset it again a few times and still won't work.

iPhone 5 not signing into iCloud I recently factory reset my iPhone 5 (which I am using as a second phone with no sim) running iOS 10.3.4, and I managed to sign into my Apple ID via the App Store, but when I went into settings to log into my iCloud account, it lets me put in my password, then goes onto a loading screen, but then it shows two error messages: Verification Failed, there was an error connecting to iCloud, and Could Not Sign In, there was an error connecting to iCloud. Any help would be greatly appreciated

ios says sign in with your icloud or apple id, but when i attempt to it says " verification failed an unknown error occurred ." I reset my iPhone because it was low on space and I just wanted to factory reset it because I was done, now I'm trying to fix it because it just completely messed it up now it had a death spiral for a long time where it showed the Apple logo and turn off ever and ever and then sometimes it shown The bonjour now it just shows the beginning stages of setting up an iPhone and get stuck at certain points right now it's stuck at the iCloud stage and I cannot get past it I've been able to get past the last ones but this one not can y'all help. it says sign in with your iCloud Apple ID I entered my Apple ID and password correctly I double checked triple checked for sure then I've entered next about 1 million times for a day now and it said verification failed an unknown error has occurred hasn't moved past us what do I do. I've tried it on cellular data I've tried it on many different WiFi now what.
