Green Camera Icon at top of iPad screen in all apps

Why is there a green camera icon at top of screen in all apps? It is not there on home screen.

This appears when you are on an active phone call.

Yes. This was my first thought, but even after closing all apps, it persisted. I shut the device down entirely and when it rebooted, the problem seemed to be solved.
