Uploading to iCloud
I created a shared folder on iCloud Drive and gave rights to make changes to my team members. But they are unable to upload documents into the shared folder. What could be going wrong?

You as creator of folder through iCloud Drive can share with other participants and can control ( give permissions as per your choice ) over read and write permissions https://support.apple.com/en-in/guide/mac-help/mchl91854a7a/mac
And it's one sided sharing , the participants who receive the shared folder can't upload a document in the shared folder .
