Ipad won't charge unless completely shut off

My iPad (6th gen, not pro or air) lately will only charge when its completely shut off. I know its not the charger becoz it works fine on my phone. Ive already reset it and such. I have tried. connecting it to a computer too and nothing. I don't know what else to do and its very very frustrating.
