How to get App Store on your school iPad

Your school probably have restricted app store on your iPad. If so there is nothing you can do to get it other than them allowing it

Typically org owned devices block App Store and purchase centrally. This is likely what happened. You can talk to your school's IT department, but understand that they will likely say no.
