FCP X 10.4.8 can see that I have hard drives plugged in but while in the Media Import tab no files show up to import off of the those drives... yet Mac Finder window sees those files just fine.

If you have Software Update set to automatic, it may have updated your system in some manner.
It's a good idea to set this to Check for updates but you do a the final install manually:

Go to System Preferences->Security & Privacy->Privacy and add Final Cut Pro to the applications authorized for “Full Disk Access”.
