iCloud

I deleted pictures off my iCloud and they didn’t go into my recently deleted is there a way to get them back.

If you checked the Photos app and the Recently Deleted folder, then you can try one more option and that is to check via iCloud.com (via a browser). If they aren't there, then the photos are irretrievably gone.

If you deleted them from iCloud Photos, they go to the Recently Deleted folder so did you delete them from there as well?

I didn’t know my iPad and iPhone XR were connected and I deleted them off my iPad which was connected to my iCloud and I didn’t know

If you deleted them from iCloud (on one device), the data is deleted from all devices you're signed into. I believe you are presented with this notification just prior to deleting.
