How can I be sure the iOS is more than 10? None of the selling sites give me this information

If the selling site does not provide adequate information about the product that you wish to buy, whether its an iPad or something else entirely, you should shop elsewhere.
If you can find a model number, then there are many online resources where you can look-up the specifications and applicable versions of iOS.
As for buying iPad second hand, you need to very careful. Online second-hand sources are full of stolen or otherwise Activation Locked devices - that cannot be reactivated.
