Is there a way to make my phone permanently trust my computer so I don't have to tap 'Trust' every time I connect?

Is iTunes installed on that computer? If not, you need to do so for the setting to stick.
Download from Apple's website, not the Microsoft Store.

Alright then there's some settings on your phone to check or reset. This doesn't affect your data, other than clearing wifi passwords.

And you downloaded it from Apple's website, not the Windows Store version?

Correct, from the Apple website. I've made sure both my computer and phone are updated and I even tried to shut off and on both devices.
