When locking my phone using Guided access on the phone app, users are still able to edit the contacts as well as add memojis, take pictures, and access the photos. How do I prevent moving from one app to another within guided access?

Yes. Screen time only blocks third party apps from accessing contacts, calendar, messaging, etc. Native apps (such as phone) can still access and make changes to other native apps (contacts, calendar, text messaging).

Carefully read and follow the directions in the article. Consider such sections as “Control which features are available”.
OK, I understand better now. The app you’re allowing in Guided Access is Phone, but that allows the access to the other apps.
Have you tried blocking access to the other apps in Screen Time?
Guided Access is on. But that doesn't stop my kids from editing the contacts. From there, they can add a photo to a contact, and access the camera in the process. And see the photos on the phone. And making FaceTime Calls.
Meaning, all are blocked besides touch. None of the other features prevent access to contacts.
I did. All of those features are blocked. The phone app allows access to contacts, which allows them to edit the contacts. None of those features (besides touch, which I can't disable, because then they can't make phone calls, or mute themselves or use the speakers).
