What does “locked” mean?

Passcode locked? If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
Activation Locked? Turn off Activation Lock - Apple Support
Carrier Locked? Only the original cellular carrier can unlock this if they wish.
Something else?
