I am not able to update to "macOS Catalina 10.15.4"
I am not able to update to "macOS Catalina 10.15.4" on my MacBook Air. It asks for "Restart to update", and after restarting the same window "Restart to update" pops up.

Try This:
Update Via a Newly-Created Administrator in Safe Mode:
Perform the following in the order provided:
I. Create the Administrator user
II. Boot into Safe Mode:
(Hold Down the shift key upon boot) and see if this can be performed. In Safe Mode, items open as they would by default with all other settings set aside.
III. Use the New Administrator:

You can't install anything but 10.15.0 on top of 10.14.6 or earlier. That's known as an upgrade. It may actually install as 10.15.4 and skip 10.15.1 to 10.15.3. If you are running 10.14.6 or earlier, be sure to read this tip:
