Apple Watch won't sync steps with iPhone

When I don't wear my watch, the steps won't sync with iPhone when I put it on.

Because steps recorded with the phone are uploaded to the health app on the phone not to the watch activity app.

Steps no longer syncing? Hi, I've just realised that the steps logged in my Apple Watch aren't syncing to my iPhone anymore. I've tried turning both off and on. I've tried cycling Bluetooth off and on. I've tried cycling Airplane mode on and off. I've also made sure both my Apple Watch and my iPhone 11 are updated to the latest software. I have 4 days off un-synced data. Any ideas?

If you don't wear your watch then there is nothing to sync.

I have my phone and the phone tracks the steps. I am asking why the watch doesn't show the steps from the iPhone. Only the steps when I wear the watch.
