Stolen Iphone
If my phone is stolen and my apple ID is still linked to it till now. Does this mean that the device hasn’t been formatted yet? It includes passcode as well.

iPhone do not do formatting like your PC.
If you have passcode locked and Find My iPhone ON,
no thief will be able to use the device without your Apple ID & password.
Do not give Apple ID & password away to some scam e-mails/messages.
