iCloud storage restore

I was using icloud for my photo storage. 2 years ago i switched to another phone thought my data is save at icloud now recently i bought myself an iphone and i noticed there are no photos in my icloud storage. Lateron i found an old email that has been sent by icloud 2 years ago saying that i should download my photos to a device or otherwise they will be removed from icloud within 30 days. Is their any possibility or any way i can retrieve them. Those are really important to me.
