Why do books not stay on idevice and require redownloading and redownloading and redownloading?

Anyone know why books have to be redownloaded and not stay on device after downloading once? It’s ridiculously annoying when you want to read but can’t because no internet connection. It makes no sense and there’s got to be a solution. Help!
