Possible to recover Whatsapp Chats from iCloud?!

I lost my backup taken via Itunes. It was deleted by Avast Cleanup application on my windows!.

Is it possible to recover Whatsapp Chats from iCloud?!

my email ID and passcodes were changed by hacker and I can’t sign in anywhere on any devices

changing new Apple ID and passwords don’t help. It wants old ID and old passwords first
