I lost my iPhone in Germany and will most likely buy a new one here. Will there be any potential issues when I bring it to the States? Often I travel between US and Europe and changing the SIM chip from a European carrier back to Verizon works fine. However, I have always bought my iPhones in the States. Does it matter if I buy it here in Germany?

Make sure the one you purchase in Germany is a model that is supported by Verizon. Purchase direct from Apple, and it must be an unlocked model.
