I redeemed a $15 iTunes Gift Card and when I tried to buy stuff, it said I had $2.19 left. But the thing is, I didn’t even buy anything yet and it said that I have $2.19.

Check out the suggestions within the following article: View your Apple ID balance - Apple Support
"If you don't think the amount of balance available to you is correct, check your purchase history to see if some of the balance was used for a purchase. If you still don't think the balance is correct, sign out of the iTunes Store and App Store on all of your devices and then sign back in."
To sign out of the iTunes Store and App Store on iOS, tap Settings > iTunes & App Store, then tap your Apple ID and tap Sign Out. Keep in mind, taking this step will remove music downloaded for offline listening if you subscribe to Apple Music.
