website keeps refreshing

when I log on to footlocker website it continuously keeps reloading, and the the website locks me out saying I have to many attempts. I get a 429 error code. why is this happening?

I suggest removing the data related to the website from Safari, as outlined in the following article: If Safari doesn't load a page or webpage items are missing - Apple Support

If only one webpage or website isn't working, you can remove data related to that site to see if it fixes the issue. Use these steps to remove cookies, cache, and other data stored by Safari for a specific site:

  1. Choose Safari > Preferences.
  2. Click the Privacy icon.
  3. Click the Details button.
  4. Search for the name or domain of the website whose data you want to remove.
  5. In the results list, click the domain (like example.com) that has data you want to remove.
  6. Click Remove.
  7. When you're finished, click Done and close the preferences window."
