From 10.3.3 to iOS 12

Is it possible to download iOS 12 on a iPad (4th generation)?

today my iPad system is 10.3.3 but it is not possible to download any apps in this system

No, your at the end of the line as far as IOS update.

You'll need to purchase a newer ipad.
