Update is required to activate iphone

I have an iPhone 7 Plus and it keeps saying "An update is required to activate your iPhone". The only option I get from the screen is to come here or shut down the iPhone. The only suggestions on the support page is to update through mac/windows. When I connect my iPhone to my Mac it says "The iPhone “iPhone” cannot be synced. The operation timed out.". What do I do from here? I've tried 3 different sims and it doesn't work. All my devices are up to date.

Hi, thanks for the reply.

No, the iPhone is not activation locked.

It just says that it needs to update so it can be activated but there is no way for me to activate it.
