How can I install Mojave from High Sierra? I want Mojave because Catalina is incompatible with some of my important apps. Apple's Mojave installer page exists, but it says the installer is broken.

Delete the Mojave installer installer.
Open Safari
Visit https://itunes.apple.com/us/app/macos-mojave/id1398502828?mt=12.
All being well, this will open the App Store and take you to a working copy of the Mojave installer.
I am not sure what you mean by "Delete the Mojave installer installer." Delete what from where? Is "installer installer" a typo?
I tried apple.com link you gave. However, when you click on the button to install, you get the message "This copy of the Install macOS Mojave.app application is damaged, and can‘t be used to install macOS."

I meant delete the Mojave installer from the Applications folder. That gets rid of the damaged one. Sorry for any confusion.
