I pay 79p a month and I don’t have the device I need extra storage on this phone so can I transfer it over
iPhone 11, iOS 13

If you’re paying for storage space, you’re paying for iCloud storage.
That has nothing to do with device storage. Storage space on an iPhone can never be expanded.
