how do I reduce system storage? it's not time machine, or caches...

Which exact macOS version are you using under Apple menu () > About This Mac? As a starting point, updating to the latest release for your current macOS version is a good idea. Be sure to back up beforehand:

Also, it sounds like you've looked into Time Machine local snapshots and a few other things. Have you reviewed the detailed reporting and suggestions here?

Have you checked multiple locations to compare your disk usage? While you would generally see small differences depending on where you check, it may be worth checking Finder, Disk Utility, and About This Mac > Storage. If you notice any significant differences in your reporting, please include that information along with the results of the above!
