is there anyway you can cancel your iCloud monthly payment and still use the same storage?

No. Upgraded iCloud storage requires a monthly payment. It is similar to renting physical storage space or renting an apartment; you pay monthly for as long as you want to use the space.


You can only stop paying if you downgrade back to the 5GB free plan. See: Downgrade your iCloud storage - Apple Support


Also note the following from that link:

If you downgrade or cancel your plan and your stored iCloud content exceeds your available storage, some of your data will not be uploaded into iCloud. Learn how to manage your storage by deleting information that you don't need anymore.
