How can I do transition iPhoto from 32-bit to 64-bit technology

MacBook Pro 15″, macOS 10.15

Have you upgraded to Catalina? Use Photos, not iPhoto.

iPhoto will transition naturally to Photos when you move to Catalina or later. You really don't have to do anything special, except to start using Photos.
